All up to region or countries. Some region or countries take much longer then other. Sometime Samsung take much because. Some countries/carries need Samsung also includes VoLTE/WiFi Calling on Android.

The are live. Samsung saying the will take much longer to testing Android Nougat 7 because Samsung will include WiFi-Calling on Android Nougat 7.

I think They will launch the S8 with nougat update to make Indians feel as completely new package has been offered, it's like main marketing strategy to fool customers.
