yes by default it enable.
and this is not for your use.
its auto uses when you try to connect bluetooth device to scan fast

but in my opinion it should be off as it consuming battery even you disable bluetooth

Nearby device scanning, media and devices and smart things all are interlinked.. This setting is used to identify devices connected to WiFi or has bt connectivity in the background ... Though bt 4.0+ / wifi connection became faster you don't see that much difference now.. It was helpful long ago where devices take long / time to connect.
