Wifi doesn't switch to stronger network

When more than one network is available (both on auto-connect) why doesn't the phone switch to stronger/faster network? 

As you can see, the phone stays connected to the weaker network(Happy Home) even if there is poor network quality. It's using 4G mobile data but not switching to a strong wifi (Home Network).

Samsung needs to fix this! It's irritating to manually switch.

That link is for optimizing mobile network connectivity. It does not address the issue that Samsung will not auto-switch to the strongest available WiFi signal.
