Shame on Samsung to only get widevine L3 license for even their high end premium device like samsung s23, this issue needs to be fixed by them.

1.Uninstall the netfilx app
2.delete any third party app or apk which is having security issues or due to which the system downgrade itself to L3 from L1.
3. Restart the phone
4. Install netflix again.
Check if this will help you as mine also changes L1 to L3 but but now its fine.
