Why I can't apply live wallpaper on home screen on s23 ultra??

It's really shocking that I have no option to apply live wallpaper ( called video wallpaper) on home screen in my s23 ultra, I don't know if I don't know how to or its jus lacking this feature. It's really shocking that you can do it with 25k phone and can't in 125k phone, I don't want to use third party app . Can someone help me
