Video FPS drops while watching Videos on Amazon Prime or Netflix : S23 Ultra

So the bug I noticed while watching Videos on Amazon Prime, what happens here was Video was playing laggy. So I switched on the Developer mode to check if the FPS drops while watching video and bingo the FPS drops to 24FPS which occurs Lag but as soon as I touches the screen the FPS increases to 60FPS. Later I played videos on MX Player with different mode like HW, HW+ & SW, and ou with SW I see no drops in FPS but with HW & HW+ it was same 24FPS. 
Do any of Samsung Galaxy S23 Ultra having the same issue?

I've S22.. And this was the problem in samsung phones from long ago. I raised many concern about it to samsung devs but they do nothing.. They just don't want to understand this problem even on knowing there is a issue.

Only fix I find successfully is set a routine in modes and routine app for all ott.. That when these app open change screen refresh rate to 60hz. And vice versa.

This will not let the videos jitter.

It should have fixed it. Try enabling power saving mode while watching.. See if that fixes the issue.

I force stop the Video app of samsung and add OTT Apps in the game booster for a temporary fix.

Use the routine aap > set FPS 60 or 120Hz
