You can try this, however, if yours is already enabled then you might need to find another fix.

On your Android phone, go to Settings.

Under App settings, go to Installed apps.

Find Google Play Store and tap on it to open it.

Go to Permissions.

And enable settings that say receive, send, or read SMS messages.

Switched off Volte (this is probably all you need to do), switched off mobile data, data services when roaming, deactivated second sim (not being used for verification), dual channel network acceleration (if available and enabled), all these from settings -> wifi & networks -> sim and networks.
uninstall whichever banking app you are trying to verify and restart the phone
Open messaging apps and delete any messages still being shown as sending or failed. These might be from previous attempts at verification.
Wait a few minutes, and then verify messages being sent properly by sending an SMS to your number. If the messages gets sent and delivered fast and without delay you can then proceed to next step. Else wait to see failed messages and delete them or restart phone again and repeat this step

Reinstall Banking app, sign in and then proceeded to do verification.

You can now reactivate whatever you deactivated - Volte, second sim, mobile data etc.

You must have any call-blocking settings, apps or task killers disabled

Dear Samsung member,

Greetings from Samsung customer support.

Thank you for sharing your concern. And please follow the easy troubleshooting steps which might help to solve the issue.

01) Check the settings for the messages blacklist. If there are any contacts or phrases, remove them.

02) Check available memory space: when it is full, you should clear it: delete messages, applications, and files.

03) Turn off all applications (excepting Android Device Manager) in the Device Administrators menu option.

04) Check the device in safe mode. If the device operates properly, it is necessary to remove the last downloaded applications after the installation of which a fault appeared.

05) Check the device with another operator's SIM.

06) Perform a factory reset.

07) Direct the user to ASC.

In case the issue still occurs. Please register your concern in Samsung Members Application (Open Samsung Members Application > Get help > Send Feedback > Error report/Ask questions).

Thank you for writing to Samsung.

Warm Regards,
Samsung Customer Support
