Could the Snapdragon which the S22 series came with be giving Samsung the headache of updating, it doesn't make sense to skip S22 series and jump to S21 series.

Well maybe that is the case, I know S21 series has Exynos which received the update earlier than S22 series which has Snapdragon here in SA, particularly.

Not really. The S22 got the update before S21 internationally

On the other hand, the S23 series also use Snapdragon but updates seem to be OK.

That is not the case. Please note the official rollout for UI6 has not begun in South Africa.

There are a few factors to keep in mind when it comes to our rollouts. 

1.Software updates are released in batches, therefore, not all devices will be able to update at once. The reason for this is to maintain a stable rollout.
2. There are network locked devices (when you purchase your device from MTN, Vodacom, Telkom, etc.), these devices may receive updates later than unlocked devices because the updates have to pass through the network carrier for configuration to suit their network before being released. This is why you find people using certain networks receiving updates before others . The network service providers also release a mini "Beta" version to test the update. (Which is what is currently happening at the moment, the people who have received the update are up on the testing phase before the official rollout is released). 

3. Also it is important to note software varies per region, that is why we just cannot release software at once as it has to be configured to suit each region
