As per your query, we want to inform you that you will have to contact your bank branch and request them to whitelist the card details (this means removing and re-adding the card information in their system to enable tokenization)
Ask your bank to enable "card tokenization" specifically for Samsung Pay.
Once your bank confirms that the card has been whitelisted and tokenization is enabled, try adding the card to Samsung Wallet again.
For this, you will have to visit your bank branch and get the tokenization.
