Anyone know how to  view telegram files even other file manager apps cant view telegram files

After Android 11 the Android/data folder is hidden . You will have to give permission to your file manager app to see the files inside it...

Telegram files are located in 0/Android/data/org.telegram.messenger
.
You can explore the folders and files inside it and search for what you need
