My brother's phone Received android 11 update that is Note 10 and my Samsung galaxy S10plus  hasn't received any update for android 11..? Is there any process for the update...?

I don't know the exact reason. But this has always been the case.
It's mostly because it's easier to stop roll out if there are major bugs reported by people. Helping bricked devices of only 1 batch is easier than fixing everyone's phone.
So they mostly do this to minimise risk on their end.

Bro check update manually you will get it. All the devices will get. I think they started to roll out from this week you will get it wait patiently.

Try via Samsung switch app on pc.. You should get it there. Also it is recommended to update via smart switch.
