I've read somewhere that it can be carrier unlocked and region locked at the same time and to get rid of region restriction the phone need to be used for the first time with a SIM card in UAE and make about call for 5 min for the two slots if it's DS.
I want to make sure if this is true.

Galaxy SUAE version means it is an official TRA registered device.
All mobiles that are officially here in the UAE come as Sim-free thus can work anywhere in the world, as well, most features might not be supported in the international version in UAE, and visa versa.
