Hi, a simpler fix would be to stop the notification and then start them again for each app you face this issue.
For your charging concerns, i suggest you disable the super fast charging, check if just fast charging works, if neither of them works, its always recommended to restart the phone in safe mode and check if it is working.
Finally, if all of the above fails, you can factory data reset your phone or visit a service center for assistance

Regarding the super fast charging, The first step is to make sure the fast charging option is enabled

➊ Go to "Settings", then tap "Battery and device care"
➋ Tap “Battery”
➌ Tap “More battery settings”
➍ Tap the switch to activate "Fast charging", "Super fast charging" or "Fast wireless charging"

Next, make sure you use a suitable adapter and cable
Different types of chargers have varied power outputs. For optimal performance, we recommend using a Samsung authorized fast charging adapter.

Adaptive Fast Charging

- Samsung chargers that support 9V-1.67A (15W) power output show the ‘Adaptive Fast Charging’ text with a charging icon

Super Fast Charging

- Samsung chargers that support 9V-2.77A (25W), 15V-3A (45W), or 20V-2.25A (45W) power outputs show the ‘Super Fast Charging’ text with a charging icon

Note:

Samsung does not guarantee the compatibility of third-party chargers.

Follow these steps if your fast wireless charging is not working
For optimal performance, use a Samsung authorized fast wireless charging pad and/or the in-box adapter.

- Fast Charging 1.0 needs the adapter which supports above 15W power (max 9W charging power)

- Fast Charging 2.0 needs the adapter which supports above 25W power (max 15W charging power)

Some models may only work with the in-box adapter. For more information, please check the enclosed manual or the samsung.com product information when purchasing your device.

Note:

Samsung does not guarantee the compatibility of third-party chargers.
For faster charging times, charge the battery while the device or the screen is turned off.

Dear Samsung
Thank you for getting back to me , I tried all these steps and none of them worked , so I decided to take it the dealer and they found the issue and solve it under the warranty 🙂. That's for the charging issue.
Regarding the apps after clearing cash everything worked smoothly without any issues
