There are two ways to fix it.
1. Try to Force restart once, with the help of the volume down key & power key. Press them both same time and wait till you don't feel a vibration same as when the phone used to vibrate while restarting. Then free the keys and wait for the login page.
2. Normally switch off your mobile, then connect with a wire at the time of charging, but don't use an adopter. Use a power bank or Laptop/PC port. Then press the volume up & power keys at the same time till you feel a vibration and the Samsung logo, then release the keys and wait, there will be a page, use the volume down or up keys to choose the right option and the power key for selection.
Clear cache partition
And there will be the first option of reboot, simply reboot and wait for the login page.
Please check some video clips, if you having any problems with my instructions to understand.

One more question, while you recording slow-motion video do you notice any lag or frame drop?

I didn't use slow motion yet, but Yes after the March security patch there had some lags and some red & green lines appeared in the portrait camera, only while I was using the camera with a 5G network. But yesterday I checked that thing also, there had been some improvement now. There still had some frame dropping or lag kind of issue sometimes but the red & green lines were not there. But Yes in camera section need some improvement.
