Use computer. Download samfw tool. And connect the phone on developer option usb debud on. And samsung mtp click change csc to ins is India or uae is xsg. Select and click change. Then again try the update is received or not

If you not received update after adding the proper server. You need to download firmware and flashing is the only solution
