How you were able to display the icon for Wifi and Bluetooth with picture on the background When I am adding any picture icon is not visible

It is only available if u e updated the device to oneui 8.5

That I know, I already have 8.5 Beta since Dec month also updated quick star app to latest update stil icons of Wifi Bluetooh apps only picture is visible, app icon disappears. Actually picture shouls be applied at background which is not woorking for apps. See the attached Wifi Icon I circled red

That makes sense but backgroud icon are actually showing or just printed by Gemini such as On Wifi Icon I can see the Wifi name to which you connected your phone if you switch the Wifi will it change the name or it will show only one which is created as image
