Go to US, buy an S8 there, make sure the phone is on one of the US firmwares, fire up your Samsung Members app and click on the beta banner on the home page :)

As of now Oreo beta version is not available in Samsung devices. However, updates are released through FOTA in waves only, so we’re unable to determine when your device will receive an update. We will notify you any update in this regard via FOTA. Menu> Settings> Software Update> Download update automatically>> Enable it.
