Option to turn on/off Hotspot in Bixby Routines is disabled

I am trying to add an automation that if my WiFi gets disconnected turn on Hotspot. But the option to toggle it is disabled. 
Can someone help either with a better way to automate this task or tell me if this is an know issue and how to get past it?
