One UI 8.5 Update

I own a Samsung Galaxy S24. According to Samsung, the stable version of One UI 8.5 was scheduled to roll out for Galaxy devices on May 11. However, I wasn't able to find the update on that date. I later read on Sammyfans.com that my device might be part of the 'second wave' of the rollout. Why does the company mislead its customers like this?
