It has not opened yet. Once beta program starts - you will get the notice / banner in your members app

As far as I'm guessing, first they will roll out the latest march security patch update to S23 Series, then after 1 or 2 days they will open beta program bcoz they did the same thing with Galaxy Z Fold 6 & Z Flip 6.
