Notification panel bug.

I'm using Galaxy S23+ and noticed a weird bug. When I swipe down the notification panel the top buttons and dates doesn't show up.

Restarting my phone doesn't seem to be doing anything since it happens randomly. 

P.S. I have removed content of the notification because why not.

Is this the right place to share visual bugs that can reach to the developers?
