Sorry bro, no idea about S23, if you have already got the Photo Ambient Wallpaper feature, you will definitely get this.
This is the AI based feature which you can check under Wallpaper and Styles > Change Wallpaper > Creative > Photo Ambient.

Yes, you're right. I searched on the web and found that S23 series has not get this feature yet, but I think there are chances that they will give this feature in s23 series because there are huge amount of people requesting this on the official forums.
