The Galaxy S23 and other flagship models already offer incredible HDR10+ support, but I believe introducing Dolby Vision for video recording and playback would take the user experience to the next level.

That won't happen , Samsung literally along with few other brands , created HDR10 and HDR10+ standard because they didn't want to use Dolby Vision and wanted to compete
So , what you want will never happen unless HDR10 ends.

Effect of Dolby vision will not be felt on small phone screen at least by general public. However, I do agree it will help while recording a video to be played on large screen. Again the played device should be compatible to reproduce large dynamic range of Dolby vision, 12 colour bit depth, AMOLED, QLED or OLED screen. As Samsung has to cater to varied audience apart from costs involved it may not implement now till high end display units become more affordable 😊

I completely agree that the effect of Dolby Vision might not be as noticeable on smaller phone screens for the general public. However, as you mentioned, the benefit would be significant when recording or viewing content on larger screens that support it, such as high-end TVs with OLED, QLED, or AMOLED displays.
