basically it's for media apps like YouTube Netflix etc l1 or l3 is used for media broadcasting this service is only used by media provider in smartphones we dont require as we are not sending or upload thing in any media platforms like Netflix or Amazon prime etc except YouTube in youtube this service is Also not required. well in short I would say its video format that is only used by media providers
