Missing OEM Unlock

I want to unlock my S21 plus G996U1 Bootloader but there is no OEM in Developer Option. I researched through internet and tried a lot of steps. Still cant find a way. I just can interchange with G996U to G996U1 Verizon.

If the phone was bought from a carrier then the phone won't have oem unlocking.

That is the security implemented by the carrier to not allow unlocking easily.
