My device name js S21 Ultra.
If someone is calling me in messenger, the ringtone os ringing but the screen remains locked and black instead of lighting up with calling interface, my appear on top, picture in picture, draw over other apps, lock screen notifications are turned on for messenger still the call isn't showing up just ringtone is ringing. I need to unlock and open the notification panel to recieve a call, it is really stressful. Anyone have any solution for these? Would be a real help everyone. 
@Samsung please solve it.

1. Notification Category Override
Messenger mein sirf notifications ON hona kaafi nahi hai, call settings ko "High Priority" par set karna padta hai:
Settings > Apps > Messenger.
Notifications par tap karein.
Niche ja kar "Notification Categories" select karein.
Ab "Incoming Calls" par tap karein (Text par, sirf toggle par nahi).
Check karein ki "Show as Pop-up" ON hai aur Lock Screen par "Show Content" select hai.
2. Special Access: "Appear on Top" Re-check
Aapne kaha ye ON hai, lekin kayi baar update ke baad ise "Toggle Refresh" chahiye hota hai:
Settings > Apps > Special Access (3 dots menu ya search).
Appear on Top select karein.
Messenger ko dhoondhein, ise ek baar OFF karein aur phir ON karein. Isse system ki memory refresh ho jati hai.
3. Battery Optimization (The Real Culprit)
Samsung ka "Power Saving" mode aksar Messenger ko "Wake up" signal bhejne se rok deta hai:
Settings > Apps > Messenger > Battery.
Ise "Unrestricted" par set karein. Isse Messenger background mein calls ko turant "Visual interface" mein badal payega.
4. Messenger "In-App" Call Settings
Kayi baar phone ki settings thik hoti hain par app ke andar ki setting bigad jati hai:
Messenger app kholiye.
Menu (3 lines) > Settings (⚙️ icon).
Notifications & Sounds par jaiye.
Check karein ki "Manage Notifications" mein system settings properly sync hain.

Samsung ke naye software mein ise aise enable karein:
Settings mein jayein.
Notifications par tap karein.
Ab Advanced Settings par click karein.
Ekdum niche scroll karein, wahan aapko "Manage Notification Categories for each app" ka ek toggle dikhega. Ise ON kar dein.
Ab Messenger Call Wali Problem Solve Karein:
Jab aap upar wali setting ON kar lenge, tab aapko Messenger mein wo option dikhne lagega:
Settings > Apps > Messenger > Notifications mein jayein.
Ab aapko niche "Notification Categories" ka option 100% dikhega.
Usme ja kar "Incoming Calls" par tap karein aur check karein ki:
Alert select ho (Silent nahi).
Show as Pop-up ON ho.
Lock Screen mein "Show Content" ho.

I have another Samsung phone, uspe messenger bus download kiya aur just notification ko allow kiya aur appear on top allow kiya bas uspe toh theek hi chal rha hai, kuch zyada nhi karna pada, ispe bhi waisa hi tha, achanak se kya hua khuda jaane,
Still doesn't work, did everything you said

Kindly complaint to Samsung customer care support through Samsung Members app as error report also send log files along with this error report for this issue and wait for next update it's maybe fix by Samsung team soon.
