Lock on drop-down settings

Why samsung doesn't allows securty for any kind of changes in drop down menu settings??

Although phone is lock, one can modify or make changes thru the drop down section.

Any alteration in setting should be permitted only after the device is unlocked by the user.

Which settings are you talking about? I cant edit anything until I unlock my device. The only things that you can do is turn on flashlight. Apart from that everything needs unlock. Unless you just want to turn on wifi or data.

Only for the hotspot option, you have to unlock the phone, but for other options, it can be modified without unlocking the device.

DnD, flight mode, sound settings etc. Still can be altered even though the phone is locked.
