No it's not a virus in my device.

Maybe it's just a bug. Because Link to Windows is inbuilt feature app.

Link to Windows app requires a ton of permissions to work. So probably due to huge requirement of permissions, the antivirus is detecting it as a fraud app

just update your antivirus to the latest version and if the error still pops up, you can ignore it
