S23 ultra has impressive hardware in terms of network reception. I have checked other devices with jio 5g in same area, performing way better than s23 ultra. So based on these observation i should say this issue is related to software ie one ui updates. Many s23 ultra users reported the same issue after recent updates one ui 8 beta. Hope samsung team will look into this
