Yes, It is very necessary for security reason. What if some one stoles your phone and he is around but he turns off wifi, sound and location. I think it should be disabled and password should be asked while turning off phone like vivo, oneplus

But you can hide it ...

GoodLock > LockStar > Lockscreen > remove the top item
