Why Samsung? Why don't you provide DC Dimming even in your FLAGSHIP Smartphone? 
What's wrong with you Samsung? Just tell me why are you playing with people's eyes.

My Personal Experience 

AMOLED OR OLED screens utilize PWM dimming to alter screen brightness. Which can be really harmful for your eyes if they are sensitive.
I am using the Samsung galaxy s10+ from 2 months and experiencing serious eye strain and headache.

I dont understand why DC Dimming is not being provided by Samsung in their flagship phones, nor do they provide any reason why they are not working on it.

Their displays are proven to be the best but they are hiding something really important behind it, all other vendors are starting to push DC Dimming as a feature for those who are sensitive and then there's Samsung.

**bleep** please read about pwm first, it is not even related to blue light filter.

The reason is to maintain your sleep cycle.

At low levels of brightness, the colors often come out skewed on OLED panels. Hence decrease in quality.
DC dimming is only beneficial in low brightness as Samsung seems to have a better frequency in Pmw.
Yes for low brightness and night reading you have blue light filter which is lot better than dc dimming.

I agree with your point but,

I use blue light filter for reading and it automatically gets On after 7 pm and lasts till morning.
Samsung does not have the best panels for pwm. The frequency is low as they even flicker at 100% brightness.
Bad pwm can even cause migrane.

The feature of DC Dimming can improve the condition for sensitive people.

I think skewed colors would be better than being blind.

i am also using an app known as oled saver.
when i point the camera of another phone onto my galaxy s10+ the alternating bands do seem to have gone away by using the app but still the display causes eye strain and headache within 10 minutes of viewing.

but even at 100% brightness the panel flickers which is worst.
iphone X panel do not flicker above 50% brightness which is useable to be honest. keeping the brightness at 100% isnt feasible also in samsung, even at 100% the display flickers. so even that isnt possible.

yup they could give option to switch between pmw and dc. But i doubt Samsung would take effort to recalibrate display as in the case of redmi and op it was already in beta calibration before the device was launched.

Now that is a great answer, but as i can only request samsung to include the option(what could go wrong) in including just an option, it is a big IT firm and, make people aware about the facts so that they don't waste money that i eventually lost.
