If the S22 phone (exynos variant) is currently out of warranty, will I have to pay separately for the display replacement if the green line is broken? If so, how much will it cost?

If the phone doesn't have any damages or scratches, you may be able to file a complaint on consumer court.

Samsung is blatantly misleading customers to avoid providing free replacements. What you receive from the service center is nothing but a quote for replacement, accompanied by some random, unfounded reason to deny the free service you rightfully deserve
