Galaxy SWe still haven't figured out the fix.
However you may try the following:
1. Clear cache of Google Play Services App.
2. Force stop the app.
3. Clear data and Force stop Play Store App.
4. Open the Play store app, and login of it prompts.
5. Check for System Play Update once more.
If this works, let me know.

Galaxy SAll flagship smartphobes by default update the google play services & play store automatically.
Pl be sure to login to your samsung account and check that all are uptodate & permissions for the update is checked for automatic.
