It get automatically enabled when you enter in the area where theres CA enabled towers & those having bands which your phone can support. No special settings required to enable CA.

May be your sim or area doesn't support 4g plus.

Carrier Aggregation is present in the Galaxy S20 FE 5G...
Earlier before One UI 4 it was working absolutely fine, each & every time i was getting LTE+ with my Jio Sim, but now after One UI 4 update it became unstable...
Only sometimes i get LTE+
I think network reception has became unstable after the One UI 4 update😐
