Even in Dubai it's updated to android pie. I think he had his device reset with a Bangladesh simcard inserted. This will disable OTA updates. I have faced the same issue. I bought device from Bahrain and I had rest my device when I was in India with an Indian sim inserted. After that when the phone rebooted it asked whether to set (in my case Vodafone) the sim as default configuration and I pressed yes. Device got reset again and after reboot I lost some features available in UAE and got some features that was available in India like built in call recorder. After 2 months I noticed that I was not receiving updates, and I found that the CSC was not matching with other files. Then I tried my luck by inserting Bahrain sim and resetting the device. It worked and I started to receive updates. But I lost call recorder. Then I manually downloaded all the files I mentioned above for Indian version and flashed it. Now I got call recorder and Indian features and am receiving all updates.

You have to manually install the firmware once and after that you will receive updates. You have to download all the files for your current region including PDA, Modem, Bootloader (all of these 3 are mandatory and should match) and flash it manually. You can search YouTube for a detailed tutorial.
