I can't find the clipboard access permission manager. Is it not available? I installed a third-party app, and I had no intention of giving it any permission except for the notification, so I proceeded as per my intention. However, this app accessed my clipboard to paste the tracking number from the clipboard.

There is nothing like you expect.
But the third party apps can gain more permission then needed that's why they are not considered as a good app.
You should uninstall that type of apps immediately.
Because you can track anything from the retailers official web apps.

Which type of apps are you suggesting to uninstall? Like third-party apps or the app in the screenshot?

I have been tracking all my orders on the websites of the courier companies until I found this app that solved many of my issues regarding tracking parcels, such as managing multiple tracking numbers, keeping track of the items in a parcel, receiving update notifications, and not having to visit multiple websites. Users should take precautions on their side, such as not downloading apps from third-party sources and not allowing unnecessary permissions. It is the responsibility of the operating system not to grant access without the user's permission.

My iPad asks for permission even when I copy in Apple Notes, which is an official app, and you are giving justification for a third party app.

If you have downloaded the app from developers website you can turn off the clipboard access from the browser itself.
It should aolve the problem.
