Hope almost all Samsung users are facing this issue. Samsung Messenger app doesn't work with other RCS providers even with Google Messenger where Samsung is also using the same customised Messenger.. but can chat only if the recipient has the Samsung Messenger and chat enabled.. aaahh Pain..
