I want to know can I charge with 45 w original samsung charger with s23 can it will charge in 40 mins

well, I can share my experience.
I often charge my s23 using 90w power output from Monitor.
It doesn't charge fast though... because modern mobiles are designed to consume only required watt and resist extra wattage.

Overall -
is it safe ? - Yes, but not recommended.
does it charge fast ? - No.
