It is maybe a software issue
Hope next time samsung will fix it by software update.

Reset the camera settings: Home screen tap on Camera>Settings>Reset settings>Reset.
Clear camera application data: Apps>Camera>Storage>Clear Data
Check app cache: Settings > Apps > Camera> Storage > Clear Cache.

S23 camera performs very poorly in low light due to optically deficient 50MP ISOCELL sensor with "banana blur" focus issues which no amount of image processing can fix!
