Call waiting error in S23

Can anyone tell me why do I keep getting calls even after call waiting is disabled? It should work only when it's enabled, right? 
For ex: when I'm on a call (call from sim 1)
I receive call from sim 2.
Does it have anything do with wifi calling?
Should I disable wifi calling?

This is not call waiting. Call waiting is when u receive a call on the same SIM while another call is going on.
What u described is "Dual SIM Always On settings" issue. Disable it and u r good to go.
If this helps, accept it as the solution so that other users get benefited.

So that means if I disable "Dual SIM always on settings" I won't be receiving call from SIM 2 when I'm on call from SIM 1 & vice versa.
