Call background bug? One UI 7

[SGS23ULTRA]

If I set to this call background, it's not showing instead a plain colored background pops whereas when unknown contact calls this gets applied

What might be the reason?

This issue has persisted since beta 2, and despite multiple reports, Samsung has yet to address it. Please escalate this bug report to Samsung.
