Galaxy SGo to settings - privacy - check whether both camera access and microphone access toggles are turned on.
If this still doesn't solve the problem, try testing the camera in Safe mode(search youtube for the steps).
As Ravi bro said, may be the some other app is blocking your camera from being used.
Go to settings and search "device admin apps". If there are any 3rd party apps there having permission there, turn off the permission.
