Galaxy SI have my primary Sim BSNL with VoLTE activated. That's why call getting connected,but 2G getting off (as in SS) in your case 3G preffered restricts it to search for 4g, also 2G is not available , that's why when putting auto blocker maximum you're unable to make call.
I will suggest you to put it on 5G preferred and activate VoLTE via customer care. Also If your sim is older , swap it with 5G ready one.
