I have a theory, since the phone is "region locked" I'd suggest you get a vpn that gives you a us ip address, then try to update the phone.
Or
Manually install it using Odin, you can download the software from samfw.com just make sure you get the correct firmware for your phone and not the one for the country you're in.

As for the software upgrade, it seems that you'll have to be in the US in order to get the update. HOWEVER you could manually "flash" the upgrade onto your phone but that would erase all your data. Here's a link to the upgrades your device model obtained (notice how they're all in the USA)
