According to the situations, It seems Android 14 (Based on One UI 6.0) Update will release in India with some delay. May be there are sometesting issue or any other technical issue occurs. There are no official clarification from SamsungIndia till now.
In India, S21 FE 5G (Exynos Varient) may get Android 14 (One UI 6.0) update couple of days before S21 FE 5G (Snapdragon Varient). Time may vary between 7-10 days.
I'm suggest you all that please keep some patience. Update may arrives in India on first week of December 2023 (may vary some days) if even November month exceeded. As of now, wait for tomorrow.
