Yes, according to Samsung's previous update history, the Note 8 should get the Android 9 Pie update. Go to device Settings > Software update > then perform "Download and install". If you can't find the update through FOTA then you have to install the update manually. So download your device compatible Android 9 Pie firmware from sammobile.com and install on your device through "Odin" tools.
