See...One Common reason behind this may be...If you have Purchased your Handset from other region and using it to Some other region..Here region means the Country...Since then the Original CSC Code came with Handset changes and it Got mismatched with PDA and Update Stucked in-between....And if this is not happened with you (Purchased & Using in same Country) then Contact your Service Centre..

you will get it by May or till end of April as many users are getting it on note 9. I reccomend you don't update it now till lockdown ends and visit a authorized care center and ask them to update it as many users update their devices on own and receive many bugs in device.
