No, Note 9 does not support 120 Hz, its only 60 Hz.

I have seen on YouTube to download Activity Launcher app and then search smooth. Then it will allow the options for 60/120 Hz. Kindly clarify.

Its option present for the devices supporting that and that's why hidden in other devices which does not support.

just check it. if hardware is not showing then why the options are there???

I've already checked that and it doesn't make any difference. I too have Note 9.

And that option isn't present by default, you dig it out using 3rd party application.

It is there because S20U and note 9 have same os. Since s20U have the hardware it is active in that. Since your device doesn't have the hardware that option is hidden for you.
