Why samsung not give 3rd android update in high cost premium phone's just for example note 9 cost aprox 65000 till now so why samsung not give next android update pls check and update android 11

it's not depends on samsung...it's depends on Google....and Google samsung partnership agreement clearly stated that none of the samsung device will received more than 2 major updates........recently note 9 received 2.1 that is samsung own ui interface that's why samsung gave it ....but Android 11 which made by Google can't be puted in that device according to agreement policy of os update

It doesn't not depend on Google first of all. It depends on samsung whether they want to extend their support or not. I don't think you're aware of it but Oneplus 3T got 3 major updates just because of the decision oneplus made for its fans. Android is open source and therefore doesn't require much intervention from Google if a company wants to give one more update to their device.

God! The level of illiteracy in this country! Gentlman, Android One is a branch of android which is controlled by Google. Samsung galaxy devices are not a part of that and neither is any Oneplus phone. I don't know how much educated you are but your previous comments and the recent ones prove you have very little knowledge.
Now let me educate you on android security updates which has nothing to do with full OS updates. Samsung provides 2 major OS updates and 3 years of monthly security patches and 1 year of quaterly security patches which concludes a total of 4 years of software updates including 2 major OS updates.

without Google partnership none of the devices are eligible to give os update...at least use basic common sense
