can't see messages on top despite selecting appear on top option.

I want to see the incoming messages on top especially to facilitate OTP delivery while doing transactions on my phone.  It was working fine for a while but is no longer working now. I've already selected the messages app under the appear on top option but still doesn't work. Please assist.

and also lockscreen notifications

Long press on message icon>app info>storage >clear cache, back to settings click on force stop >restart your device and check.

once Reboot in a safemode

steps to turn safemode;
long press on power button>
long press on power off option>click on safemode >your mobile will restart and turn into safemode.

not sure why, but still doesn't work. I restarted in the safe mode and then turned it off and restarted again in normal mode. now it just gives me a notification on the top of the screen but does not appear in top of other applications. this was happening earlier... should the floating notifications be turned on for this to work?
